Ford announced Billy Bishop Airport as Ontario's first special economic zone under Bill 5, seizing the city's ~20% land stake and suspending unspecified provincial and municipal laws to allow runway expansion and jet traffic.
A four-year arc of municipal-authority centralization: Bill 3 (2022) gave Toronto/Ottawa mayors unilateral override on housing matters; the powers expanded to 169 municipalities; in April 2026 the Better Regional Governance Act would let the province directly appoint regional chairs in 8 regions with similar "strong chair" powers, and a parallel bill would give the Transportation Minister regulation-making power over transit fares.
Bill 98, the Building Homes and Improving Transportation Infrastructure Act, 2026, received Royal Assent on June 2, 2026. Its Schedule 4 โ the Fare Alignment and Seamless Transit Act, 2026 โ gives the Minister of Transportation regulation-making power over TTC fare prices, discounts, transfer rules, and service standards, and the ability to redistribute TTC fare revenue to other operators. Minister Prabmeet Sarkaria framed it as "One Fare 2.0." ATU Local 113, TTCriders, the City of Toronto, the TTC Board, and TTC CEO Mandeep Lali opposed it; the union warned up to 50 routes across 24 cross-boundary corridors could be contracted out to outside operators.
