Housing starts declined instead of increasing — Ontario built fewer homes in 2023 than 2022. Meanwhile, the government used the "housing crisis" justification to open Greenbelt land, weaken conservation authorities, and issue MZOs for connected developers. The affordable housing component was virtually nonexistent.
